PRIMARY FUNCTIONS: Responsible for ensuring the safe and orderly handover of the facility/plant from the construction contractor to the owner or operator, demonstrating its operability in terms of performance, reliability, safety and information traceability. The overall goal is to verify that the system is designed and built to fulfil its purpose and specified requirements.
KEY OBJECTIVES OF THE JOB: Accountable for all Commissioning input to the Design Process for the assigned project(s) to ensure that Commissioning and operating safety is addressed in the design and that all phases of the initial start-up (Including one-off special procedures) are adequately covered in the design specifically including definition of systems and system turnover sequence and that consideration has been given to the pre-commissioning of the process units.
CRITICAL SAFETY RESPONSIBILITIES: Oversees the total multi-discipline field commissioning effort to ensure large project or several smaller projects are commissioned in accordance with design, budget, and schedule. Accountable for assuring that all systems and components of a building or industrial plant are designed, installed, tested, operated, and maintained according to the operational requirements of the owner or final client for either new projects or existing units and systems subject to expansion, renovation or revamping.

Responsibilities

RESPONSIBILITIES:Ensure effective interface and relationships between commissioning team, engineers andvendors in the design phases to align handover and commissioning activities.Participate in workshops on design aspects that may assist in pre-commissioning,commissioning and start-up activities.Attend and provide input at P&ID, hazard and model reviews.Develop and manage commissioning and start-up budget, including forecast for future staffing requirements.Develop commissioning record (closeout) documentation throughout the project and submit documentation over to the project manager before substantial completion. Responsible for developing a well-thought-out documentation plan with the close-out information being collected throughout all of the project phasesAccountable for delivery of fit for purpose project documentation including pre-commissioning and commissioning procedures.Preparation of the project commissioning and start-up plan including detailed activities and start-up logic.Responsible for all on site commissioning activities as appropriate including P&ID checking (system check/walk-down/punching), mechanical completion, pre-commissioning, cold commissioning (dry/wet), hot commissioning.Runs pre-start up safety review with client and construction contractor (and PMC and licensor as appropriate)Oversight of start-up, and responsible for ensuring full punch-list handover to operations for performance testing and post-commissioningManages, directs and guides commissioning team to ensure delivery against milestones and Key Performance Indicators (KPI’s)Responsible for managing site materials and logisticsOversee and manage contractor, subcontractor and vendor activities associated with pre-commissioning and commissioning.Interface with Operations Team in commissioning, start-up and final turnover of the facility/plant.Assist in Operational Readiness Plan and Project Execution Plan development.Lead the health, safety and environmental (HSE) issues on site and maintain overall responsibility for ensuring that the team complies with the HSE Plan.Accountable for hazard/risk analysis performance and mitigating risk appropriately before start of activities.Establish progress reporting systems for all phases of the commissioning and start-up of the facility.Ensure the commissioning plan is in compliance with the appropriate external regulatorybodies and Wood procedures and systems.

Qualifications

QUALIFICATIONS: Typically qualified to ISCED Level 6 (Bachelors) in a relevant subject or equivalent combinationof qualifications and experience.Knowledge, skills, and experience:Appropriate level of commissioning experience in relevant industry sector, typically a minimum of 15 years of practical experienceProven experience in the management of office, onshore and/or offshore site construction and commissioning teamsAble to manage a large number of commissioning personnel covering professional, trade and direct sub contractorsExcellent oral and written communication skillsFully conversant with regards to discipline technical knowledgeExpert level of experience interpreting discipline documentationAbility to monitor work progress and report against the planAbility to advise system and subsystem priorities within commissioning activities with a view toachieving early handoverExperience of managing a commissioning delivery teamPersonal attributes:Outstanding team leader demonstrating focus, enthusiasm, sensitivity, mentoring and coaching qualitiesDemonstrates the ability to manage uncertainty to achieve a balance in the competing demands of the business.Methodical thinker, able to apply advanced problem-solving techniques to a variety of situationsGood time management and the ability to multi-task; able to maintain an overview of multiple elements of a project, while still handling day-to-day activitiesDemonstrates effective delegation and team development with a focus on productivity and project integration.Ability to drive culture changeConfident working under pressure, able to quickly adapt to deal with unexpected issuesRole model Wood’s values & behaviors
