Project Overview:

The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.

Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA, and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.

Concurrent with the execution of Stage 3, Bechtel LNG Plant Support Services (PSS) will maintain an active construction presence on site to assist the customer with various brownfield and small greenfield scopes. These scopes will range in complexity from simple studies and site remediation to mid-cap EPC projects and coordinated shutdown critical path activities. These works, as they will take place in the Stage 1 and 2 facilities post turnover, will be fully adherent to the Owner’s control of work policies.

Job Summary:

Reporting to the PSS Area Field Engineer, this position will be responsible for all piping field engineering activities covering PSS scopes and will work closely with the Home Office PSS group to define scopes and assist in estimating the site execution portions of the work. Frequently, turnaround planning and planning shift by shift interface planning with Customer turnaround teams will be required. Responsible for quality and quantity reporting for the PSS organization and on project support of construction personnel and activities.

Also, will be assisting with engineering, subcontracts, and procurement. Interprets design drawings and specifications as well as overseeing the field requisition and verification of project material. Provides technical direction to construction superintendents and craft professionals in a wide range of construction engineering and design functions relating to multi-discipline engineering. Must be willing to work a flexible schedule if required, including, but not limited to nightshift, split shift, or day shift.#LI-BH1

Major Responsibilities:

• Onsite piping field engineering for all PSS construction activities.
• Coordinate directly with Customer Operations and Maintenance / Capital Project Teams
• Will pursue and develop construction work solely through interface with customer.
• Will participate in PSS planning, post scope execution evaluation, and judicious evaluation of scoping options.
• Responsible for understanding and complying with the Master Services Agreement owner.
• Resolves technical issues. Provide technical direction to craft professionals, supervision, and procurement.
• Coordinates with engineering on constructability and design issues. Establishes a Design/Field Engineering working relationship and lines of communication with the Project Engineer including agreement on engineering deliverables.
• Preparation of cost estimates for piping construction activities and coordinates the preparation of cost reports, forecast and progress reports. Reviews and provides input to project controls documents on progress relating to cost and schedule.
• Coordinates subcontract activities to ensure materials, equipment and quality comply with design plans and specifications.
• Control and assist with interpretation of design documents.
• Prepares Field Material Requisitions for permanent plant material as required per design documents.
• Maintains relationships with the client and their representatives, as assigned.
• Responsible for the implementation of corporate/project policies, procedures, and instructions.
• Ensures corporate policies and procedures are fully implemented. Establishes field procedures and objectives within corporate policies and procedures, as necessitated by conditions at a jobsite.
• Plans and implements procedures to ensure construction operations are continuously adhering to engineering designs, specifications, quality standards, schedules, and budget.

Education and Experience Requirements:

• University/B. S degree in Engineering plus 6 years of industry experience or 10 years of equivalent industry experience in-lieu of a degree.
• Preferred: Experience managing technical services subcontracts.
• Experience on an LNG construction site especially along the U.S. Gulf Coast.

Required Knowledge and Skills:

• Technical knowledge of all phases of piping construction engineering relating to a single discipline interfacing with all areas, or in a multi-discipline position assigned to a single area.
• Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
• Displays effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner.
• Computer literate in word processing, spreadsheet, and database applications.
• Excellent problem-solving ability.
• Construction experience assigned to a construction site in a supervisory position.
• Heavy industrial direct hire construction experience in a supervisory role commensurate with the type of work to be undertaken.
• Knowledge of engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience.
• Familiar with Bechtel’s Business Ethics handbook and policies.
• Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
• Knowledge of project-specific environmental compliance requirements.
• Knowledge of Bechtel’s “Zero Accidents” safety program.
• Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor’s responsibilities contained in subcontract documents.
• Prior experience supervising and administering subcontractors.

Additional Information:

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
