Responsibilities

Responsibilities & Duties for Project Activities:

Execute assigned work in accordance with the applicable Project Procedures and Standards, including Amec Foster Wheeler and/or Project Procedures on Safety and Quality Control, within the man-hour, cost budgets and the project schedule targets.
Liaise with Lead Engineer regarding the interpretation of Client’s Specifications and Standards.
Review the project execution developed by the Cost and Planning Department.
When assigned as INtools administrator, coordinate the setup of the instrument Index in accordance with INS-TP-104 and INS-TP-105, and in liaison with the company’s IT group as required; coordinate all activities within the instrument index to ensure the structure and formats are in accordance with the default corporate or project specific requirements and that consistency of data input is maintained.
Check Drawing index for Instrumentation drawings and assist designer with the preparation of Instrumentation drawings. Review all instrumentation drawings to ensure that the quality of design is of satisfactory standard.
Liaise with the Process Engineering Department at the initial design investigation stage where equipment has a particular influence on process design philosophy, during the equipment selection stage and during project execution.
Develop specification and prepare material requisitions for control systems, instruments, control valves and all other instruments.  Issue material requisitions to the Procurement Department for enquiry, order placement and for any subsequent revisions. Update AMUSE.
Input the required specification/process data into instrument index as per the defined structure and format.
Prepare the Master Requisition Index and update and issue it on a regular basis.
Review Suppliers’ quotations, prepare technical quotation evaluation and recommend the final technically acceptable Supplier, in conjunction with Procurement Department commercial quotation evaluation. Technically approve Order Variation Summaries.
When assigned as Package Instrument Engineer, handle the instrument engineering and drafting activities on equipment packages as per INS-TP-109, including hold co-ordination meetings and engineering review meetings with Suppliers of major equipment as required.
Carry out the following functions relative to Supplier documentation:

Review document requirements and issue dates for major equipment with Suppliers at the pre-order meeting.
Compile a Suppliers’ Document Index (SDI), update and issue it on a monthly basis.
Distribute Supplier documentation to the various Engineering and Design Groups and co ordinate their comments.  Prepare consolidated comments and return these to the Supplier.
Correspond with the Supplier on technical matters and ensure that action is taken where necessary.
Liaise with Procurement Department to obtain all necessary Supplier information, in particular review with the Procurement Department late Supplier documentation for expediting.
Liaise with the Project Engineer regarding information required by the Design Engineers.
Issue copies of final documentation for inclusion in the Mechanical Catalogues.

Provide assistance to the Procurement Department on engineering matters, inspection and witnessing of tests of major equipment as required.
Liaise with other Groups and Client as necessary but in particular:

With Mechanical Equipment, Utilities and Project Groups in relation to instruments and control associated with packages, to ensure compliance with Project Standards and requirements.
With Design and Draughting Section in relation to instrument matters and review of critical drawings.
With the Project co ordinating Engineer on matters of project co ordination and programme, plant safety, and work scope that could constitute a contract change.
With the Client’s Instrument Engineer on technical matters concerning Instrumentation.

Advise the Lead Instrument Engineer of:

Any major slippages and their causes and proposed corrective action.
All policy matters, major technical problems and unresolved differences with other Groups.

Requests for changes by the Client which may constitute a contract change.
Review relevant contract design work and in particular:

Engineering Flow Diagrams with reference to assigned equipment.
Piping Layouts and Models with reference to assigned equipment.

Assist in the preparation of Auxiliary Flow Diagrams as necessary.
Participate in 3D model review (Internal & External) and take necessary action as per the model review report.
Preparation of sub-contract requisition along with its attachments such as MTO/BOQ and list of documents that are required by sub-contractor.
Establish and maintain a filing system of project documents.
Compile list of lesson learnt during project execution.
Follow up instrumentation work on project site to ensure correct interpretation of designs regarding installation as required.

Responsibilities for Non-project related work

Carry out other duties assigned by the Discipline Manager / Chief Instrument Engineer and in particular:

Carry out technical investigations, produce technical reports, engineering standards and procedures.
Keep abreast of developments in assigned field.
Suggest ways to improve efficiency and service and to reduce costs.
Assist in the development and training of personnel including graduate engineers and Client’s personnel when requested.
Participate in proposal activities as required.        

Qualifications

Qualification: 
Degree in Electrical, Electronics or Instrumentation Engineering with 2 to 5 years of experience in conceptual studies, FEED, detailed engineering, procurement and construction (EPC) projects in Refinery / Petrochemical / Chemical / Power / Pharmaceutical Plant.
Knowledge, skills and experience:

Knowledgeable with ISA Standards and other international standards for instrumentation and control.
Knowledge of DCS / PLC based system and Field Instrumentation. Familiar with PC based design software for sizing of instruments. Preparation of requisition and procurement of instruments and control system.
Hands on experience with Smart Plant Instrumentation (SPI) will be an added advantage.
