Position: Electrical & Instrumentation (E&I) Engineer

Role Overview
The Electrical & Instrumentation (E&I) Engineer will provide technical expertise in electrical and instrumentation engineering for project development, execution, and operational support. This role requires a strong understanding of E&I engineering principles, design practices, and process safety management. The engineer will collaborate with project teams to ensure compliance with applicable codes, standards, and regulatory requirements across all project stages.

Key Responsibilities
• Apply E&I engineering principles and ensure quality assurance for deliverables across all project phases: Conceptual Design, Pre-FEED, FEED, Detailed Engineering, Construction, Commissioning, and Start-up.
• Perform E&I design calculations and develop conceptual and pre-FEED design packages (e.g., basis of design, preliminary datasheets).
• Verify project designs, evaluate options, and conduct technical and economic analyses.
• Support operational efficiency improvements and troubleshoot chronic plant issues.
• Ensure engineering solutions comply with technical specifications, codes, standards, and regulations.
• Provide E&I support for field execution activities and brownfield modifications (including Management of Change compliance).
• Prepare scopes of work, RFPs/ITBs, contracts, and bid documents.
• Conduct technical bid evaluations and vendor assessments.
• Develop project documentation, reports, and presentations for gate reviews and approvals.
• Assist with cost estimation, scheduling, and cost control.
• Monitor external contractors for compliance with design and contractual requirements.
• Develop installation and maintenance procedures for E&I systems.
• Participate in safety and risk reviews (HAZID, HAZOP, LOPA, PSSR, JSRA) and implement recommendations, including functional safety requirements.
• Provide technical support to Operations for maintenance and reliability issues.
• Liaise with external stakeholders, vendors, utility agencies, and regulatory bodies.

Education:

• Bachelor’s degree in Electrical & Instrumentation Engineering or equivalent from an accredited institution.

Certifications (Assets):

• Registered Engineer (Board of Engineering)
• Functional Safety Engineer Certification (TÜV Rheinland or equivalent)

Experience:

• Minimum 10 years in E&I engineering within petrochemical, oil & gas, or gas processing/terminal operations.

Skills & Knowledge
• Strong knowledge of hydrocarbon plant and terminal operations, including utility systems.
• Expertise in:
• Packaged equipment specification, installation, and commissioning
• Honeywell Experion DCS & SIS systems
• Rockwell Automation systems
• Control & shutdown valves, process instrumentation
• Lighting and emergency power systems
• Functional safety audits, SIL/SIF verification
• ETAP software for electrical modeling
• Cybersecurity for control systems
• Familiarity with industry codes, standards, and stage-gate project processes.
• Proficiency in Microsoft Project for scheduling and control.
• Knowledge of Process Safety Management (PSM) elements.
• Strong technical writing, communication, and presentation skills.
