Project Overview:

Join us as we make history at theHanford Vit Plant, known as the Waste Treatment and Immobilization Plant.We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges,our communityprovides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

Job Summary:

In this role, you will be responsible for estimating, analysis and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical skill. You will prepare cost studies, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges.

This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.#LI-LO1

Major Responsibilities:

• Performs routine cost estimating, analysis, and control activities, as directed
• Supports the implementation of cost monitoring and control standards, techniques, systems, and reports
• Assists with budget allocation and reporting/cost control for specific construction discipline or group of disciplines
• Prepares cost data for proposals or contracts
• Coordinates the development and accuracy of cost reports
• Verifies consistency with previous reports to ensure compatibility and consistency
• Prepares specific budgets in accordance with prescribed standards and procedures
• Collects and classifies cost data
• Performs budget allocation and reporting/cost control regime for specific construction discipline or group of disciplines
• Prepares cost studies using historical data, statistical analysis, and cost and quantity comparisons

The following duties may be performed with respect to Cost Analysis and Control activities:

• Assists in developing and implementing requirements for HLW/PT Engineering cost recording, cost coding, reporting, and analyzing standards, programs, and reports.
• Performs performance monitoring and control functions for specific applications.
• Performs cost data analysis and development for monthly Engineering Production reviews, monthly variance analysis for Control Account Managers, monthly reporting to DOE of engineering cost/schedule variances.
• Prepares cost backup for change control trends using Cobra
• Performs charge coding direction and prepares estimated actuals for engineering other direct cost subcontracts
• Understanding of Earned Value Management Systems (EVMS).
• Coordinates quantity estimates for trends/baseline change proposals.
• Assists in developing specific project control accounts and recommends appropriate modifications and revisions. This includes training in the proper use and definitions for the cost accounts.

Education and Experience Requirements:

• Requires bachelor’s degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

• Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
• Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)
• Must possess the right to work and remain in the United States without sponsorship.

Required Knowledge, Skills, and Abilities:

• Skilled in oral and written communication.
• Knowledge of engineering, procurement, construction, and / or plant operations customarily acquired over time through specialized instruction or practical experience.
• Proficiency in scheduling software applications (Primavera P6), cost processing applications (COBRA) and software applications such as Excel, Word, PowerPoint, PowerBI
• Experience in Project Controls with an understanding of Project Controls general technical skills and tools.
• Flexibility to adapt to changing priorities.
• Ability to work under pressure.
• Demonstrated ability to work with people of varied backgrounds and objectives.
