PROJECT OVERVIEW:
NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”
NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.
JOB SUMMARY:
In this role, you will lead a team as a Project Manager for solar projects, responsible for developing goals, milestones, priorities, metrics, and execution plans. You will execute solar PV projects and coordinate activities during the execution phase and project closeout. Oversee the installation of solar panels, ensuring projects are completed on budget and on schedule. Manage projects from entitlement, design, and preconstruction phases, with varying levels of responsibility. Monitor customer feedback, compliance, and project performance, integrating safety and sustainability goals. Provide innovative recommendations to enhance work quality, ensuring customer satisfaction. Support new business development through effective project execution and client engagement.
MAJOR RESPONSIBILITIES:
• Oversee solar energy projects from site assessment and feasibility studies to design, procurement, installation, and commissioning.
• Provide support and guidance to installers, technicians, and other solar professionals in solar electric systems, solar thermal systems, BESS and electrical systems.
• Assess contractor bids for quality, cost, and reliability to ensure the best value for the project.
• Direct and manage staff activities, including the development of departmental procedures and standard project practices.
• Lead site meetings as required.
• Implement a Zero Accident Target culture on all projects and ensure all work is performed safely and the general public is protected at all times.
• Evaluate schedules and phasing plans provided by contractors and ensure key milestones are met.
• Implement effective Change Management procedures.
• Stay informed about the solar industry, demonstrating excellent communication and leadership skills, alongside project management expertise.
• Establish processes for tracking workloads and ensure timely delivery of project tasks.
• Build and maintain strong relationships with clients and internal teams to foster collaboration and project success.
• Form teams and effectively distribute workload among team members.
• Act as a liaison between project teams, external clients, and other functional areas to provide cost support during all projects.
• Ensure all work is completed on time and meets established quality standards, providing regular reports to clients and project sponsors.
• Evaluate and recommend changes to policies or procedures to enhance project execution.
• Develop reliable tools, systems, and processes to track construction progress, control costs, and mitigate risks.
EDUCATION AND EXPERIENCE REQUIREMENTS:
• Bachelor’s or master’s degree (or international equivalent) and 20 years of relevant experience
• Membership of a relevant professional body and/or educated to degree level.
• Proven experience in project management within the solar energy sector.
• Familiarity with solar energy systems and components
• Strong technical background in solar energy systems, particularly with ground-mounted solar farms and rooftop installations.
• Knowledgeable about Battery Energy Storage Systems (BESS) installation and integration.
REQUIRED KNOWLEDGE AND SKILLS:
• Leadership: 20+ years’ experience infrastructure projects (preference for Middle East and in KSA experience) with a proven record of delivering project excellence in direct project manager role.
• Management: Experience of direct professional oversight of the following functional areas: Engineering, Construction, Project Controls (Cost, Schedule, Scope, Trends); Environment, Safety & Health; Risk Management; Contracts & Procurement; Financial management and Quality Control
• Communication: Excellent verbal and written communication skills. Extensive experience of working internationally at ministerial level (preference for Middle East and in KSA experience). A record of close engagement with utility providers and wider commercial and public sector stakeholders.
• Development: A proven record of instituting project continuous improvement.
• Has experience in all aspects of project management and project control activities.
• Knowledge of front-end activities including:Best Practices/Lessons LearnedConstructabilityRisk Analysis/Contingency EvaluationEstimate/Proposal Review ProcessKnowledge and understanding of standard tools, techniques and procedures including:Project ControlsRoot Cause AnalysisKnowledge and experience in baseline development and implementation
KEY ACCOUNTABILITIES
• Lead, motivate and manage a team of Construction Managers, Assistant Construction Managers Construction Engineers, HSE, QA/QC and Environmental. Act as a role-model for the team in terms of behaviors and values.
• Undertake the detailed planning of resources so that there is appropriate construction management support to the portfolio of works. This may require the utilization and management of internal or external specialist support.
• Determine implementation strategies for construction management processes and have these implemented effectively so compliance is achieved.
• Drive consistency in the approach taken to construction management, implementation of processes and the management of the supply-chain.
• Arrange for construction management input to the portfolio of works, particularly advice regarding construction/ implementation/ constructability, attendance at pre-possession planning meetings, construction/ implementation reviews and NEOM client meetings.
