JOB TITLE: Principal Engineer – Instrument
KEY RESPONSIBILITIES:
• Review Invitation to Bid (ITB) documents submitted during the proposal stage, issue inquiry requisitions, evaluate techno-commercial vendor offers, and prepare equipment, material, and man-hour estimates.
• Review contract requirements for project execution and organize the preparation of the Technical Document Register (TDR). Identify requirements and scope of work; review specifications such as Process Data Sheets (PDS), Piping Material Specifications (PMS), Piping & Instrumentation Diagrams (P&IDs), Plot Plans, General Arrangement (GA) Drawings, Philosophies, Area Classification Drawings, Fire and Gas Detector Layouts, and other relevant documents.
• Establish contract review criteria, resolve discrepancies and deviations from the original proposal by raising technical queries with projects/clients.
• Conceptualize and verify the most optimal work route. Define the scope of work/supply and plan/schedule engineering activities and manpower resources accordingly. Identify and quantify the total number of engineering deliverables, allocate man-hours, and establish delivery formats, schedules, and other requirements for project execution.
• Coordinate with project and planning teams on schedules, set target completion dates, and ensure adherence to timelines.
• Develop manpower charts and schedules, recommend, assign, and distribute manpower for engineering activities within budgeted man-hours. Suggest cost-effective measures to optimize manpower costs.
• Oversee the preparation of equipment and material specifications, data sheets, and detailed engineering calculations. Supervise the creation of documents including the design basis, instrument index, input/output lists, bills of quantities, block diagrams, equipment/system specifications, cable routings, control room layouts, cause and effect diagrams, control loop and safety narratives, loop diagrams, functional logic diagrams, termination diagrams, installation hook-up drawings, instrument plot plans, and other engineering deliverables.
• Provide inputs for plot plan preparation, organize the issuance of engineering drawings for inter-discipline checks (IDC), and coordinate with other engineering disciplines to ensure data integration.
• Direct the preparation of technical inquiry requests (Inquiry Requisitions) to vendors, participate in the technical evaluation of vendor bids, and provide guidance for Technical Bid Evaluations (TBE). Review vendor drawings/documents and ensure design calculations meet client specifications and budget constraints.
• Coordinate the preparation of purchase requisitions for procuring equipment and materials, ensuring timely acquisition within budget.
• Interface and regularly meet with clients and vendors, conduct internal team meetings, and ensure project progress aligns with schedules, man-hour allocations, and budgetary constraints. Collaborate with project and planning departments on schedule-related matters and update TDR progress reports using PETROCEPT software.
• Oversee Material Take-Off (MTO) activities, identify discrepancies, and implement corrective actions as necessary.
• Participate in HAZOP meetings and conduct SIL studies in collaboration with clients and representatives of other engineering disciplines.
• Coordinate with Quality Assurance for compliance with ISO quality procedures. Facilitate internal and client audit processes and address audit-related engineering system queries.
• Provide technical support and guidance to construction and commissioning teams, including startup assistance when required.
• Conduct employee performance evaluations, establish performance criteria, identify strengths and weaknesses, and recommend training and development initiatives.
• Lead multiple project activities as a group leader, liaising with designated lead engineers and direct supervisors as needed.
• Perform additional duties as directed by the direct supervisor.
ESSENTIAL QUALIFICATIONS AND SKILLS:
• Bachelor’s degree in engineering (preferably Electrical or Instrumentation) or a related discipline.
• Minimum of 8–10 years of relevant experience in engineering project execution, including familiarity with ITB reviews, technical document preparation, vendor evaluation, and procurement processes.
• In-depth knowledge of Process Data Sheets (PDS), Piping & Instrumentation Diagrams (P&IDs), Technical Bid Evaluations (TBE), Material Take-Off (MTO) activities, and HAZOP/SIL studies.
• Strong ability to plan, schedule, and coordinate multidisciplinary engineering activities, ensuring adherence to budgets, timelines, and quality standards.
• Proficient in engineering software and tools such as PETROCEPT, along with familiarity with ISO quality compliance procedures and documentation standards.
