Job Description
Wood is currently recruiting an Operation Readiness/Commissioning Manager (CSU) with oil and gas experience. Project location is in Houston, TX and Sao Paulo, Brazil.

PRIMARY FUNCTIONS:
The Operation Readiness/Commissioning Manager is to provide input to the Project Development during Front End Engineering and Design (FEED), Detailed Design, Operations Readiness, Commissioning and Start-up phases, with the aim that optimal degree of plant operability and maintainability is achieved in Design, Reliability, Availability Maintainability and HSSSE.
Ensure that applicable standards and best practices for safe and efficient operations are included in the FEED package
Input into LNG Project Detailed Engineering in order to assure that Company philosophies and applicable standards are applied, and that final Detailed Engineering of the plant is able to guarantee Technical Integrity and Operability all along asset lifecycle
Contribute to the development of the specific OR&A plan for the Project
Interface and management across all Projects to support the Commissioning business and ensure that Operational excellence is achieved in accordance with Wood Policies, Procedures, and guidelines
Act as mentor and guidance across all Projects, facilitate career path and retention of personnel
Manage all Client interface, communications, Project reporting and satisfaction to be their trusted partner of choice
Support Director with business development engagement with Clients from a technical perspective
Support Director with Proposal responses across all corporate functions for Legal, Commercial, HSSE, Operations, Quality, Recruitment and prepare winning proposals
Facilitate recruitment across all Project phases for Planning and field execution
Prepare Commissioning strategy, execution plan(s) and deliverables
Prepare project Manpower and Cost estimates
Facilitate Project controls and reporting in accordance with Client and Project contractual responsibilities.
Manage the portfolio of Commissioning project interface with each Project focal point to ensure compliance with Operational excellence, Policy, Procedures, and guidelines
Manage HSSE across all Projects
Coordinate Commissioning HSSE Training and competency
Manage lessons learned and continual improvement.
Support Director with all Client interface and satisfaction.
Be an ambassador for Wood Commissioning in accordance with best practices and Operational excellence.
Responsibilities
RESPONSIBILITIES:Contribute to the delivery of the OR&A plan for the Project, with particular reference (but not limited) to the following Production and Maintenance activities: Analysis and acceptance of Operating Manuals Analysis and acceptance or development of Operating Procedures Development/Acceptance of Safety Operational Management System Procedures (Work Permit and Safety Systems, Management of Change, Incident/Near Miss Management, Emergency Response, etc.)Site visits for Factory Acceptance Test and Site Acceptance Test Participation and Acceptance in Design and Operations Safety Case activities (QRA, RAM, F&G, HAZID, HAZOP, etc.) Development, review and/or approval of typical Project Design and/or OR&A deliverables such as: process layout, process design, control room design and layout, process metering, isolation philosophy, sparing philosophy, controls philosophy, black start philosophy, material handling philosophy, ICSS philosophy, asset register, manning plan, competency and training plan, operating expenses budgets, etc. Support the project in developing and maintaining Company operating philosophy and best practices for OR&A plans definition and delivery in LNG Projects Support O&M, Engineering, HSSSE etc. and other groups as required relevant in troubleshooting activities for LNG plants/facilities/assets, particularly during commissioning, handover and start-up phasesSupport the LNG Operations in overseeing and monitoring ‘Production & Maintenance’ operations activities of LNG plants/facilities/assets focusing on O&M with reference to applicable standards and best practices, and by means of critical performance indicators analysisSupport the LNG Operations & Engineering and HSSE & teams in promoting actions (and follow-up) to improve the performance of producing LNG plant/facilities/assets and to maintain their integritySupport the LNG Operations & Anadarko corporate HR Competency team in developing and maintaining: Company Competency philosophy and best practices for LNG Competency standards and performance requirements for LNG Operations, Maintenance, Engineering and Nationalization. Contribute to the Functional Specification for LNG plants Skills monitoring programs LNG specific system of competences (i.e. cryogenic, rotating equipment, instrument / electrical, utilities, storage, loading & marine, layout & configuration, cost engineering, project management and planning & scheduling, etc.)Responsible to prepare Commissioning philosophy, schedule and procedures during project execution phase.Responsible to commission and start-up all systems, completing the commissioning work-scope in a logical and controlled sequence and to the project specificationsResponsible for day-to-day commissioning activities. Execute Commissioning Procedures directing a Commissioning Team consisting of commissioning engineers, technicians, Operations personnel, other contractors, and vendor support personnelSupport system handover and acceptance from Construction Team including system discipline walk downs and punch list generationReport to the Project Manager on issues regarding commissioning, start-up schedule and progressInterface with client management regarding commissioning and start-upEnsure all commissioning resources are being utilized in a cost-effective mannerDefine system priority hand over list from Construction to CommissioningWill direct or assist in developing Project Manpower Estimates and System Commissioning SchedulesDevelop and maintain commissioning budgetDevelop and review commissioning test equipment and material take-offs for onshore and offshore executionDevelop vendor call-out requirements and schedule for specialized vendor supplied equipment and overall vendor coordinationPrepare systems for final inspection and hand over to Operations Team after commissioning procedures are completeProvide assistance in evaluation and selection of Commissioning Team staff members. Declare and assign roles and responsibilities for Commissioning team membersNeed proficiency in MS Office Applications e.g., Word, Excel, Access, Power PointPerform other duties as assigned or requested
Qualifications
QUALIFICATIONS: Education: Bachelor Degree/Diploma or equivalent in process/mechanical engineering or similar disciplineLanguage: Minimum required is fluent spoken and written EnglishTechnical Knowledge: Proven knowledge of gas/LNG production process, Inlet Facilities, Acid Gas Removal Dehydration, Compression and Liquefaction, Gas/LNG production systems and plantsExperience: Minimum 15 years’ experience in O&G industry, with minimum of 10 years’ experience in LNG plant operations; experience of Managerial/Supervisory role in commissioning and start-up of major LNG plantExperience with CMMS tools; understanding of mechanical and/or instrumental maintenance disciplines; Operations/Maintenance knowledge on safety protection systems of gas/LNG plants and process safety management systems; experience on loading/unloading & shipping/marine systems and operations for LNG, as well as for other products of LNG plants
