Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions.UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF project currently works on a 4-10 schedule with overtime Fridays for Field Engineering personnel. Start times for the standard work week is: Monday-Friday from 7:00am to 5:30pm for FEs assigned to MPB and 6:00am to 4:30pm for FEs assigned to SAB.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Job Summary:

Assigned to the Construction organization in a Lead Electrical FE role. Responsible for supporting Field Engineering, Field Supervision, and Craft personnel with material and technical documentation for permanent plant and temporary construction installations.#LI-CL1

Major Responsibilities:

• Supervises and leads the electrical team for all UPF facilities.
• Provides direction to employees according to established policies and management guidance.
• Coordinates with design on constructability issues. Establishes a design/field engineering working relationship and lines of communication with the Project Engineer including agreement on engineering deliverables.
• Responsible for quantity take-off, control, reporting, and forecasting.
• Develops a process for tracking and maintaining required site permits and licenses.
• Coordinates the interfacing between the construction automation plan and the project controls program at the job site.
• Reviews project controls documents on progress relating to cost and schedule.
• Directs construction engineering activities of the assigned construction engineering staff.
• Coordinates with the superintendents and subcontractors to plan construction schedules.
• Directs the preparation of requisitions for field procured materials, material substitution, services, and equipment.
• Approves requisitions as delegated by the UPF Construction Management.
• Reviews material receiving reports and warehousing to assure delivery of correct materials.
• Plans and recommends procedures to be implemented by superintendents to assure construction operations are within requirements of engineering design and specifications.
• Directs preparation of material estimates for construction activities.
• Implements controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials and equipment and that other corporate services are fully utilized.
• Coordinates field engineering work with the project Startup and Completions group as required.
• Performs employee reviews for subordinate personnel.
• Assesses needs and develops Field Engineering Training Plan for the Electrical FE team.
• Ensures that subordinate personnel receive progressive training.

Education and Experience Requirements:

• Requires bachelor’s degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.
• Must be a US citizen.
• Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
• Must be able to obtain site security badge for access to work site.
• Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

Required Knowledge and Skills:

• Candidate should be a self-starter, highly motivated, requiring little supervision, and be able to work well in a team environment.
• Candidate should have a good working knowledge of current design codes and standards such as UPC, IBC, SMACNA, ASME, NFPA, NEC, as well as NQA-1 requirements.
• Knowledge of environmental compliance standards required on NNSA/DOE projects.
• Candidate must have working knowledge of Bechtel Standard Work Processes and Procedures (SWPPs).
