PROJECT OVERVIEW:
Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located at State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.
JOB SUMMARY:
In this role, you will provide knowledge, expertise, input, training, and consultative support for a discipline or process required for facility commissioning and startup. You will participate in work planning and packaging, turnover coordination, material management and quantities, quality control, and environmental safety and health. You will be an essential resource for specialized technical advice.
Position will initially be in Houston Texas and will move to site at Port Arthur Texas during the execution phase.
MAJOR RESPONSIBILITIES:
Specialization & Expertise
• Provides knowledge and expertise in a particular discipline, subject matter, or specialized process required for CSU (e.g., chemical cleaning, steam & air blowing, meter and relay testing, process operations, nuclear HVAC systems, complex analytical instrumentation such as CEMS, ICs, etc.
Work Planning & Packaging
• Analyzes assigned activities to determine the scope, time, and resource requirements
• Plans and schedules CSU execution activities including sequence and resource requirements for assigned areas of responsibility typically including complex evolution across multiple disciplines and functions
Turnover Coordination
• Participates in Construction to CSU turnover walkdowns for assign areas of responsibility
• Interfaces with the Field Engineer as required to support component/system turnover
Material Mgmt. & Quantities
• Initiates requisitions for field purchases and prepares quantity takeoffs of field purchased material and equipment
• Tracks field purchases and other purchases required for CSU using procurement systems or other database programs as required
Quality Control
• Assists other Start Specialists in interpreting design information, specifications, codes, and regulatory requirements
• Performs and/or monitors testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost
ES&H
• Identifies and resolves/elevates ES&H issues in the field and is a visible ‘walk the talk’ leader in good ES&H practices
EDUCATION AND EXPERIENCE REQUIREMENTS:
Requires bachelor’s degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
REQUIRED KNOWLEDGE AND SKILLS:
• Experience related to startup of a facility and equipment operations or other relevant experience such as construction, field engineering, or operations in industrial, process or utility engineering or construction.
• Experience with startup and commissioning of equipment or related experience.
• Experience on an LNG construction site especially along the U.S. Gulf Coast.
• Experience in the design of LNG facilities.
• The ideal candidate possesses extensive and a broad technical experience of commissioning, startup, operation, maintenance, and testing of Electrical Systems/Components of Oil & Gas Processing Facilities.
• Good Knowledge and Understanding of engineering systems, applications of startup and operations; and previous experience in industrial Electrical Commissioning roles.
• Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.
