Project Overview:

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.

Job Summary:

In this role, you will integrate safety and health requirements into complex project planning, design, and operations to reduce the potential for adverse impacts. You will perform risk assessments, provide input on bid decisions, lead meetings and communications, and track and monitor performance trends. Your recommendations will contribute to enhanced quality of safety procedures and work processes.

The Industrial Safety Specialist is the day shift safety and health representative, providing support and oversight to day shift activities, in addition to responding to events and performing associated notifications. The Industrial Safety Specialist reports to the Industrial Safety Manager.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.#LI-EH1

Major Responsibilities:

• Assists execution of the safety component of an ESH Program inclusive of technical and administrative aspects.
• Helps prepare and implement Safety and Health Management Plans, associated plans and procedures, and training program.
• Provides input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other groups to assure that safety and health requirements are integrated within project planning and execution.
• Interprets safety and health requirements and provides comprehensive assistance on plan preparation, risk assessment, and ESH program execution.
• Researches moderately complex issues and regulatory requirements and prepares documentation and reports.
• Provides support and guidance for safety studies, risk assessments, and program reviews and audits.
• Participates in emergency response and incident investigation and resolution.
• Interfaces and communicates with stakeholders and helps resolve their concerns.
• Participates in meetings with customers, team members, subcontractors, and other stakeholders.
• Conducts ESH inspections and monitoring to identify hazards and risks, evaluate controls and corrective actions, and assess compliance with contract, regulatory, project, and Bechtel requirements.
• Implement the Worker Safety & Health requirement area Industrial Safety (IS) program 24590-WTP-PD-RAWS-IS-0001.
• Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work to protect self, others, and the environment.
• Provide field support to Operations, Maintenance, Start-up/Commissioning, and Construction (S3D) activities.

Typical activities to include:

• Attendance to pre-job briefs and team planning meetings (TPM) for work package development.
• Review/ concurrence of work packages and subsequent technical changes to hazards and controls.
• Approval of temporary anchorage for fall protection systems.
• Hazard Identification and Risk Assessment
• Conduct regular inspections and audits to identify potential hazards and at-risk-behaviors.
• Perform risk assessments and develop strategies to mitigate identified risks.

Safety Protocol Development

• -Recommend improvements to safety policies and procedures.

· Control Measures

• Recommend and implement engineering controls, administrative controls, and personal protective equipment (PPE) to reduce hazard exposures.
• Provide consultation regarding ventilation systems, containment procedures, and other control measures.

· Occupational Health Programs

• Participate in and contribute to Safety Management Programs (SMPs), that provide the basis for facility worker safety and hazard analysis and control with the WTP Documented Safety Analysis (DSA)
• Support occupational health programs, including hearing conservation, respiratory protection, and chemical hygiene plans.
• Ensure compliance with occupational health regulations and standards.

· Record Keeping and Documentation

• Observe and document field-based data regarding procedure and policy compliance.
• Support safety culture improvement by providing technical knowledge of industrial safety and hygiene content for site publications and campaigns.

· Regulatory Compliance

• Stay updated on relevant health and safety regulations.
• Ensure compliance with WTP and OSHA standards, DOE regulations, and other applicable guidelines.

Education and Experience Requirements:

• Requires a Bachelor’s degree (or international equivalent) related to occupational safety or health and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge, Skills, and Abilities:

• Ensure the adequacy and effectiveness of, and adherence to, the Industrial Safety program, as required in procedures, processes, codes, standards, and requirements.
• Ensure that Industrial safety information, including adverse events, investigations, and other similar information, is timely and consistently reported.
