PROJECT OVERVIEW:
Project Overview
Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program further extends the BART system from the Berryessa Station in north San Jose, through downtown San Jose, and continuing to Santa Clara University.
This landmark project is a six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a 54-foot single-bore tunnel, three underground stations, one at-grade station and a maintenance facility.
JOB SUMMARY:
In this role, you will provide project field engineering specialization and expertise with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and subcontract coordination. Your recommendations will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements.
MAJOR RESPONSIBILITIES:
Quantities
• Progress reporting – Calculate, track and record quantities of works performed by the Construction Contractors for the purposes of analyzing and evaluating reported versus actual rates of production.
• Facilitates field measurements and quantity take offs as the input into the monthly payment process.
Safety / Quality Control
• Oversees the Contractor’s activities to assure compliance with contract requirements, documents, procedures and progress. Identifies issues or problems in the field and proactively ensures timely resolution, where possible.
• Reviews contractor’s documentation including risk assessments, method statements, work plans, site logistics, traffic plans etc. and monitors Contractor’s adherence to said plans.
• Attends witness points on behalf of VTA as specified on the Inspection & Test Plans to verify compliance with project standards.
• Assist the Lead Field Engineer in the closeout effort on behalf of the Construction Management team. Participates in Punchlist walks downs, reviews QC and QA evidence to ensure all requirements have been met. Reviews Contactor’s red-line drawings for completeness and accuracy.
• Ensures that safety and creation as well as maintenance of a safe workplace and environment is the primary consideration and priority in the delivery of all work
• Monitors Contractors’ conformance to the Storm Water Pollution Prevention Plan (SWPPP)
• Monitors Contractors compliance with geotechnical and archaeological monitoring and reporting requirements. Monitors implementation of safety rules, policies, and procedures applicable to CM staff
Technical
• Proactively considers continuous learning or show interest to pursue appropriate learning activities.
• Reviews design drawings, related vendor and contractor drawings and installation instructions and identifies interference or installation problems.
Other duties
• Provides input to constructability and lessons learned.
• Facilitate, participate, and provide input in project meetings. Communicate with other project stakeholders and prepare meeting notes/project memorandums/presentations/status reports/ as appropriate.
• Attends the Contractors daily and weekly planning meetings.
• Contributes to the preparation of daily reports, working with the Office Engineer and Lead Field Engineer
• Reviews updated contractor schedules, as assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Required bachelor’s degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
REQUIRED KNOWLEDGE AND SKILLS:
• Technical knowledge and experience of relevant construction methods and systems including:Support of Excavation (SOE)Instrumentation & MonitoringGround improvement/ground replacement worksMass ExcavationDe-watering/de-pressurisationTBM delivery, assembly, launch and operation
• Has knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
• Knowledge and understanding of the application and requirements of the relevant Environmental, Health and Safety regulations as they relate to area of responsibility.
• Knowledge of project-specific environmental compliance requirements.
• Computer literate in MS suite of office tools (i.e. Word, Excel, Powerpoint) and other key construction automation tools (e.g. Aconex, Unifier, Bluebeam).
• Knowledge of Bechtel’s “Zero Accident” safety program.
• Familiarity with current industry quality standards.
• Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
• Ability to proactively act upon and solve construction and contract issues.
• Ability to work independently with minimal supervision.
• Strong time management skills and excellent attention to detail.
• Ability to work in a fast-paced collaborative environment.
• Able to obtain a valid California Class C driver’s license within 60 days of starting on the project
