Project Overview:

Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices. The positions on the project will start as assignment in Navi Mumbai, Dahej or Nagothane.

Job Summary:

Career growth opportunity for a self-motivated, high performing Area Project Engineer with Gas Cracker Units (GCU) experience seeking technical/leadership challenges in Engineering Management of a multi-billion-dollar upgrade/expansion. The Area Project Engineer for GCU should have a good understanding of GCU facility design and/or operation.

• Reviews Engineering Contractor’s key engineering deliverables according to a set engineering design criteria utilizing approved engineering procedures, practices, and standards.
• Reviews Engineering Contractor’s designs, studies, reports, and proposals.
• Work with other PMC Engineering Managers to ensure that all interfaces between disciplines are clearly defined and recorded.
• Coordinate the detailed design review of the facility and monitor status of Engineering Contractor’s Engineering deliverables with a focus on meeting schedule due dates.
• Reviews Engineering Contractor’s scope and work plan for the process discipline for all phases of the project and make sure all specifications are met and standards followed.
• Responsible for ensuring the delivery of project deliverables (Design Criteria, P&ID’s, Specification, 3D Model & Hazop/LOPA Reviews, Plot Plan, equipment Location Plan, Steel and Concrete Design,
• SLD, DCS design etc.) within the agreed contractual requirements.
• Ensures design defects in the Engineering Contractor’s design are identified to maintain the technical quality of all process deliverables issued by the Engineering Contractor.
• Is involved in complex technical discussions with Owner, Engineering Contractor, licensors, and suppliers to validate technical decisions.
• Identifies issues (problems, value improvement opportunities) with Engineering Contractor’s design and helps clarify areas of complexity during all phases of the engineering design work.
• Understands multi-disciplinary technical issues and can advise on innovative technical solutions to resolve these issues.

Major Responsibilities:

• Establish / manage the overall engineering budget, maintains ownership, and ensures execution within approved budgets.
• Coordinates, manages the statutory and company specific design reviews are undertaken, i.e., 3D Model Reviews, HAZOP, LOPA, etc. Ensures that requisite supporting documentation is completed.
• Establishes / manages and reviews the engineering project schedule for the project/program carries out any actions to prioritize /re-schedule the engineering deliverables and personnel necessary to meet the overall schedule.
• Plans, forecasts, identifies the necessary engineering resources to support the program workload requirements.
• Will act as the primary interface for the Project Manager and Project Engineering Manager for all engineering and personnel matters within the project/program
• Review and oversight of complex technical studies and resolution of technical issues on project.
• Co-ordinates technical and commercial reviews on engineering outputs from the project / program, reviews contract documentation.
• Instigates and reviews TIC reduction/ value engineering opportunities.

Education and Experience Requirements:

• A recognized bachelor’s degree in engineering from an accredited college or university with minimum 20 years relevant industry experience in large sized EPC industry.
• Candidate should have ideally have minimum 3 years in engineering leadership position in PMC role.

Required Knowledge and Skills:

• In depth knowledge of Gas Cracker Unit in design and/or operation.
