PROJECT OVERVIEW:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

JOB SUMMARY:

Reporting to the Manager of Engineering and/or Manager of Engineering Projects the Area Engineering Manager – Studies & Industrial City Planning is responsible to lead a team of Project Engineers and Specialists; develop, update, maintain, monitor and coordinating the progress for ALL Studies – technical (e.g. utilities, traffic-transportation, environmental, land-use, industrial, etc.) and non-technical (e.g. economic/ financial marketing/ branding, etc.).

MAJOR RESPONSIBILITIES:

• Primary focus of all requirements stated herein is for Ras Al Khair Industrial City (RIC) however, it MUST INCLUDE coordinating, aligning, engaging, collaborating, supporting its SABCO counterparts in Jubail industrial City (JIC).
• Reviews and ensures quality of A/E (CONSULTANT) submittals.
• Manages the Project Engineers and Specialists in their activities and provides operational support as well as guidance on Task issues.
• Ensure that Project Engineers and Specialists deliver tasks on time and budget.
• Participates in weekly staff meeting and monthly area review meetings to report on project performance and resolution of issues.
• Requests and manages off-project support, if deemed necessary.

EDUCATION AND EXPERIENCE REQUIREMENTS:

• University degree preferably in: Civil Engineering or Urban-Regional-Town Planning coupled with experience/qualifications in Applied Finance-&-Investment and/or Real Estate Development, and/or MBA, and/or Strategic Planning.
• 15-years minimum actual design experience including 5 years leading and managing various multi-discipline design projects studies and reports e.g. White Papers, feasibility studies, front end engineering design.
• Demonstrate minimum of five (5) years bottom line involvement in the economics of infrastructure and industrial project development.
• Very high level of oral, written and presentation communication skills.
• High level of skill interfacing with and presenting to senior stakeholders.
• Ability to provide strong, diverse-broad ranging active technical leadership to espouse and enforce a consistent approach that nurtures a culture of creativity, innovation and empowerment.
• Strong direction leadership, people management and persuasive communication skills.
• Able to work in a culturally diverse environment.

REQUIRED KNOWLEDGE AND SKILLS:

• Knowledge of Sustainability principles, key sustainability guidelines, and certification organizations, including LEED, BREAM, CEEQUAL etc.
• Financial planning-&-management, resource planning-management-organization.
• Familiarity with Engineering Design and Construction practices.
• Accountable, response, nurturing and team building
• Conflict resolution skills, tolerant, inclusive and covers diversity.
• Excellent skills in the development of collaborative working relationships across a wide range of departments and entities.
