Telecommunications Specialist

Overview:

We are looking for a motivated and experienced Telecommunications Specialist to lead telecommunications construction, integration, pre-commissioning, and commissioning activities within a large industrial project framework. This role is key to ensuring telecom scope delivery aligns with project objectives, promoting clear communication, and driving a structured approach for timely completion of all telecom systems.

Key Responsibilities:

• Oversee construction and installation of systems including Access Control (ACS), Emergency Alarm (EAS), Business LAN, Wide Area LAN, Structured Cabling (SCS), CCTV (Security & Operations), Perimeter Intrusion Detection (PIDS), TETRA Radio, Cellular, LTE towers, Wireless Access Points (WAP), Audio Visual (AVS), VOIP and Hotline telephony.
• Lead prompt resolution of telecom field issues, manage Requests for Information (RFIs) and technical clarifications.
• Act as primary liaison with regulatory and telecom authorities including Ras Laffan Industrial City Telecom Department, QatarEnergy, Q-Chem Telecom, Ministry of Interior – General Directorate of Information Systems, and Ooredoo to ensure regulatory compliance and cybersecurity alignment.
• Coordinate telecom system turnovers in sync with process unit completions to ensure smooth startup and commissioning.
• Manage and validate telecom training delivery by contractors, ensuring stakeholders attend and training content meets project standards.
• Support change management by assisting with change order reviews, contractor scope gaps, and documentation of management-of-change (MOC) items related to telecom.
• Lead commissioning readiness activities for telecom systems ensuring full testing, documentation, and handover preparedness.

Qualifications:

• Bachelor’s degree or Diploma in Telecommunications, Electrical Engineering or a related discipline.
• Minimum 10 years’ telecom experience in industrial or oil & gas megaprojects, preferably in the Middle East.

Skills and Experience:

• Strong leadership, communication, and organisational skills to manage complex projects and multiple stakeholders.
• Deep understanding of Main Automation Contract (MAC) execution strategy and contractor coordination in large-scale projects.
• Proven capability to resolve field issues, manage RFQs, RFIs, MOCs, and change orders effectively under tight deadlines.
• Familiarity with the regulatory landscape and telecom compliance in Qatar is advantageous.
