Project Overview:

Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

Job Summary:

Bechtel is seeking a Process Safety Management Specialist to support implementation and performance of activities associated with the Chemical Safety Management Program (CSMP), Process Safety Management (PSM), and support safety through design with the HLW team. The PSM Specialist will report directly to the Senior Technical Manager and work with the Health and Safety Technical Representative

Full-Time In Office: This position is a full-time role located in the Richland, Washington project office, and works a 9/80 schedule, offering every other Friday off.#LI-EH1

Major Responsibilities:

• Provide technical expertise/guidance to engineering, construction, start-up, and commissioning regarding operability and process safety.

• Reviews and provides design recommendations for new projects and proposed facility modifications to ensure conformance with process safety and loss prevention codes, standards and procedures.

• Supports safety management program implementation and plant readiness activities.

• Reviews changes related to chemical safety, introduction of new process chemical, or significant changes with impacts.

• Provides responses to DOE inquiries and factual accuracy checks as requested

• Supports facility walkdowns for job hazard analysis and worker safety and health efforts.

• Supports implementation of 10 CFR 851 Worker Safety and Health and Process Safety Management 29 CFR 1910.119 requirements, as well as DOE-HDBK-1100-2004 Chemical Process Hazards Analysis as applicable.

• Supports Worker Safety through Design reviews and document development.

• Perform assessments and surveillances for chemical and process safety management programs.

• Supports process hazard analysis efforts, management of change and pre-start up safety reviews.

• Support the Waste Treatment Plant Safety Culture by emphasizing the values of safety and quality in the performance of work

• Experience in hazardous waste treatment facilities, chemical processing facilities, oil and gas refining, DOE facilities, or DOD facilities preferred.

• Experience with national consensus codes and standards preferred.

• Experience with risk assessment and process hazard analysis methodologies.

• Certification, chartered, or professional licenses in engineering or safety disciplines, preferred.

• Familiarity with the Center for Chemical Process Safety, Guidelines for Risk Based Process Safety, preferred.

Education and Experience Requirements:

• Requires a Bachelor’s degree (or international equivalent) in Engineering and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills:

• Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

• Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)

• Must possess the right to work and remain in the United States without sponsorship.

• Experience with OSHA PSM “Process Safety Management” per 29 CFR 1910.119

• Ability to help multiple projects as a subject matter expert.

• Excellent technical skills, with verbal and written communication skills
