Project Overview:
Bechtel along with its sub vendors Bantrel and Comtech, has been appointed as the Delivery Partner (DP) for the Ontario Line (OL) Project in Toronto, Canada. The OL is a brand-new metro line serving some of Toronto’s busiest districts and brings much needed additional connectivity and capacity to the city’s public transport network. The project scope includes the design, build, operation and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new underground, surface and elevated track. The OL Project is being delivered through three major Public Private Partnership (P3) contracts and multiple Early and Advanced works (EAW) contracts. The OL is planned to open for passenger service in 2031. The DP, the customer Metrolinx and the Technical Authority (TA) are working together as the Integrated Project Team (IPT) to manage the delivery of the project.
Job Summary:
The Rolling Stock, Systems Operations & Maintenance (RSSOM) contract is for the design, manufacture, delivery, testing and commissioning of the OL rolling stock, and the design, construction, testing and commissioning of the OL rail systems and the OL Operations, Maintenance and Storage Facility (OMSF). The RSSOM contractor will operate the OL for 30-years. The RSSOM contract interfaces with all of the OL main contracts and is responsible for the integration and assurance of the OL.
The RSSOM Power Systems Project Manager provides technical and management oversight of activities relating to the design and implementation of the traction and non-traction power systems for the OL project as delivered via the RSSOM contract. The RSSOM Power Systems Project Manager safeguards that the contract requirements are met by the RSSOM contractor, and that robust justifications and technical assurance are produced in support of their product safety cases and the eventual OL Project Safety Case.

Major Responsibilities:
• Safeguard that all traction power and non-traction power related design, construction, testing and commissioning activities performed by the RSSOM contractor comply with the Project Specific Output Specification (PSOS) and the wider RSSOM P3 contract.
• Provide input on the Earthing and Bonding strategies, and the implementation of those strategies
• Safeguard that a robust safety management process is followed by the RSSOM contractor through the design, construction, testing and commissioning of the traction and non-traction power systems.
• Monitor that the RSSOM contractor is identifying and mitigating risks related to traction and non-traction power systems during design, construction, testing and commissioning activities. Identify and propose mitigations for risks not identified by the RSSOM contractor.
• Attend the RSSOM HAZIDs, HAZOPs, IDCs/IDRs, QRAs, etc., sessions, provide input where appropriate.
• Safeguard that the RSSOM contractor is implementing a requirements management process and preparing system safety assurance in accordance with the RSSOM contract.
• Safeguard that the RSSOM contractor is carrying out project-wide integration activities related to traction and non-traction power systems and sub-systems, including multi-discipline coordination and reviews.
• Provide inputs into the RSSOM risk register and participate in regular risk reviews.
• Provide subject matter expertise on traction and non-traction power systems to the OL project as required.
• Support the System Assurance and Integration Manager in review of system assurance (including safety cases), related to traction and non-traction power systems.
• Support the OL Project Independent Safety Assessor (ISA) in its review of the system assurance and safety cases, safeguarding that the RSSOM contractor addresses any feedback.
• Review and provide feedback on the RSSOM contractor’s submittals relating to traction and non-traction power.
Education and Experience Requirements:
• Requires bachelor’s or master’s degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
• Experience of delivery of the design and construction of traction and non-traction power within a rail mega-project.
• Experience in auto transformer distribution systems, high and medium voltage AC distribution systems, low voltage AC/DC distribution systems, emergency trip (blue light) system, overhead line equipment, interfaces with bulk supply points/substations, coordination with local power companies, incoming power, traction power plans and general layout of equipment for substations, EMC/ EMI, grounding and bonding; stray current and cathodic protection, lightning protection, structure and utility bonding.
• Experience of managing interfaces between rail systems and other project engineering disciplines.
• Experience of managing the integration of traction and non-traction power sub-systems and systems with civil and other rail systems.
Required Knowledge, Skills, and Abilities:
• Knowledge of different traction power systems used in subway / light rail / metro rail schemes.
• Knowledge of engineering techniques, the design of engineered systems, and engineering and design calculations.
• Understanding of the principles of EN 50126 and CMREA standards.
• Knowledge of the relevant country specific and international civil engineering and rail codes and standards.
• Understand a live operational construction environment with significant safety hazards including moving trains and both 1,500V DC Overhead Line Electrification (new railroad) and 25kV AC Overhead Line Electrification of an adjacent existing railroad by others.
• Knowledge of Requirements Management and associated tools.
• Strong leadership, relationship building and communication skills (verbal and written).
• Fluent in using Microsoft Word, Excel and PowerPoint.
• Demonstrated commitment to Environment, Safety and Health (ES&H).
• Demonstrated commitment to Zero Accident safety programs.
