Job Description

Performing preparation and issue of deliverables in accordance with PEN Quality Plan
Coordinates a series of activities performed by engineers, designers and others from one or more engineering disciplines or departments.
Schedule preparation, planning and resource forecasting for engineering activities relating to the project.
Ensures accurate and timely delivery of work, to the satisfaction of both internal and external customers.
Alerts PEM / Project Manager in the event of potential delays or change; supports implementation of approved changes.
Coordinates and assures technical excellence of interdisciplinary project deliverables.
Engagement with corporate requirements / initiatives and compliance with Wood behaviors.
Coordinates, guides and mentors other Project Engineers in the management of work scope 
Manages interfaces between engineering disciplines to ensure the successful delivery of assigned work.
Takes a lead role in planning engineering work, verification of design, and assuring compliance with quality and HSE requirements.

Responsibilities

Responsibilities for Project Activities:

Proactive Engineering interface on a project between the WOOD engineering team and Client.
Responsible for the timely delivery of engineering work (including Project Engineering deliverables) for his unit / area which is compliant with the    requirements of the contract.
Maintain effective communication with all relevant parties including PEs, Discipline Lead Engineers, Client, Project Engineering Manager, Project Manager (As appropriate), Lead Process Engineer, Project Controls, Construction team, Procurement team, Contractors / Subcontractors (e.g. Firefighting Subcontractor), Permitting person.
Be fully familiar with the requirements of all documents that make up the contract including general conditions of contract, scope of work, specifications and standards etc., and ensure Lead Engineers make themselves familiar with the same.
Assist the PEM as appropriate for defining the Package Management strategy and ensure the Leads follow the same for the Project.
Ensure that all engineering reviews (e.g. Model, underground, Plot Plan etc.) for their respective areas / units take place and get closed out as per schedule.
Coordinate & Manage Model Reviews, issuance and closure of Clash reports, Site Surveys as appropriate.
Be familiar with the engineering budget for the project.
Buy into and agree the Project schedule for effectively managing the progress against schedule and suggest / agree remedial action where necessary with the Lead Discipline Engineers.
Know and understand schedule milestones.  Be aware of any bonuses and penalties on milestones. Understand what engineering have to contribute to successfully achieve milestones. Manage the Lead Discipline Engineers to achieve the milestones. 
Understand constructability issues and ensure these are reflected in the design.
Require engineering work to be executed in accordance with applicable procedures, specifications and standards, including WOOD health, safety, environmental and quality procedures.
Ensure that the change flags are raised by the respective disciplines to the PEM/PM.
Prepare the miscellaneous documents (e.g. construction contract requisitions,) in accordance with guidelines provided by the PEM / Manager – Project Engineering.
Follow up with Lead Engineers for adequate and appropriate population of the DMS for accurate progress updating as required.
Appraise the Project Engineering Manager / Project Manager of any aspects of the project that prevent compliance with this job description and seek their help in resolving these issues.
Support the Construction team to assist and clarify all field engineering quarries from the relevant contractor.
May be assigned to site as appropriate.

Specifically on FEED Projects:

Effectively track the progress and status of documentation to be compiled into and ITB package.

Specifically on PMC Projects:

Monitor the engineering work of the EPC Contractor.
Hold regular meetings with the EPC Contractor’s Engineering team.

Specifically on EPC Projects: 

Assist the Project Engineers for the preparation of Subcontract requisition for Mechanical, Firefighting, permitting works and review / approve the same.
Check / Approve the Project Engineering Deliverables like Line List, Tie-In List etc. developed by Project Engineers.
Ensure material requisitions reflect requirements of the WOOD contract.

Responsibilities & Duties for Non-project related work

Develop & mentor discipline technical staff.
Coordinate & conduct technical reviews on projects.
Development and ongoing maintenance of the discipline technical work practices.
Responsible for incorporating Operational Alerts and Lessons Learnt, in relevant TPS and Engineering Standards.
Advise Section manager on technical capability of staff as required to support manpower allocation to projects.

Working Relationship
Assigned to project as:

Area Project Engineer (APE) / Lead Project Engineer (LPE) / Project Engineering Coordinator (PEC)

Supervises:

Lead Discipline and Area Project Engineers/Project Engineers assigned to a Project.

Level of Influence & Decision-making authority

Support & Provides input to Project Engineering Manager / Project Manager and Section Manager on assigned responsibilities / Engineering aspects on Project.
Provides input to Section Manager on PEN section issues.

Qualifications

Qualifications:
Degree in Chemical or Mechanical Engineering with 8 to 12 years’ experience in Refinery/ Petrochemical/ Chemical/ Power Plants/ Pharmaceutical plants.
Knowledge, skills and experience:

Experience in working in the design and engineering team for FEED, PMC, and EPCM in grassroots and revamp contracts and worked as a lead in the design and engineering for at least 1 project would be an added advantage.  General knowledge and application of engineering procedures, specifications, standards
Familiar with multi discipline activities to coordinate the project engineering activities. 
Able to lead, motivate & guide team comprising of multi discipline Engineers and Designers.

Personal attributes:

Self-motivated, self-reliant, energetic, taking proactive measure are desired. 
Knowledge in Local Singapore Permitting Requirements is preferred.
