Job Description

Fluor and its joint-venture partner AECOM have been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.Under the general direction of the assistant environmental services manager and the Authority’s director of environmental services, the project manager oversees the planning, coordination, and execution of projects within the California High-Speed Rail Authority’s (Authority’s) Environmental Services Branch. This role ensures the timely delivery and quality of project deliverables, effectively managing resources and working with minimal supervision to support the organization’s environmental program.
• Manage and oversee project planning, execution, and delivery in the Environmental Services Branch
• Coordinate with various branches to ensure seamless integration of project components, providing guidance, recommendations, and document review
• Maintain and develop project schedules, ensuring milestones are met and projects are delivered on time and within scope
• Facilitate communication and collaboration among project team members, stakeholders, and external consultants
• Track project progress, prepare progress reports, and communicate status updates to leadership
• Ensure project deliverables comply with Authority standards, quality expectations, and regulatory requirements
• Identify and mitigate project risks, resolving issues promptly to keep projects on track
• Attend and participate in meetings with stakeholders, agencies, and multidisciplinary teams to discuss project progress and address any concerns
• Provide direction and support to project team members, ensuring clarity of roles and responsibilities
• Gather and process data from engineering, design, and other technical experts for use in project documentation
• Perform other project management duties as requested

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed
• Experience with transportation or environmental project management
• Project management experience

Other Job Requirements

• Proficiency with project management software and tools (e.g., Smartsheet, Trello, Jira)
• Proficiency with Microsoft Office Suite and Adobe Acrobat
• Excellent attention to detail, analytical skills, interpersonal skills, and ability to multitask
• Knowledge of federal (NEPA) and state (CEQA) environmental laws and processes
• Strong understanding of project management principles (scope, schedule, budget)
• Ability to work independently, solve problems creatively, and establish partnerships with stakeholders
• Ability to review and analyze documents for consistency, clarity, and content, and present complex technical information effectively
• Ability to function well in a fast-paced environment with demanding deadlines
• Degree in project management, environmental planning, environmental sciences, urban and regional planning, or closely related field, or equivalent experience

Preferred Qualifications

• Master’s degree in project management, environmental planning, environmental sciences, urban and regional planning, or a closely related field, or equivalent experience
• Experience with high-speed intercity passenger rail or transit project management
• Project Management Professional (PMP) Certification

Salary Range

92,500 to 162,500

Market Rate

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
