Project Overview:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile.

The PCAPP plant began the operations and munition destruction phase as of September 2016.

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible Foreign National applicants must possess a US Government issued Green Card and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.

This is a long-term assignment with a 4/10s schedule. The work hours are from 6:00am – 4:30pm Monday – Thursday or Tuesday-Friday. This position may require additional overtime hours as deemed necessary.

Job Summary:

The purpose of the Project Controls Planner is to perform schedule development, maintenance, monitoring, and analysis of activities. Supports project organizational and administrative activities when delegated. Ensures work is completed as scheduled and identifies construction schedule-associated cost trends for management attention.#LI-LO1

Major Responsibilities:

• Determines schedule dates for work activities within a discipline area or specialty.
• Determines milestones to support project schedule.
• Works with Area/Functional personnel to coordinate work sequences with the total project plan.
• Conforms work sequence and activity durations per project’s execution plan for a specific discipline or specialty.
• Determines inter-discipline constraints or interfaces that define activity sequences.
• Assists discipline groups in determining what information is required from other disciplines to support schedule activities and how to interface with the assigned discipline or specialty.
• Provides schedule knowledge on a continuous basis to assist in discipline planning and interfacing with others.
• Performs schedule monitoring, including identifying critical activities and updating functions for specific applications, disciplines, or specialties. Assists in the development of requirements for updating and monitoring the schedule.
• Complete all work in compliance with the ML2 project’s certified Earned Value Management System and corporate procedure requirements necessary to maintain the integration of the project’s resource loaded Integrated Master Schedule, Cost Processor, and associated software tools.
• Prepare routine performance reports and special studies related to assigned scope for presentation to project, corporate, and/or customer management team(s).
• Identifies the scope of schedule activities.

Education and Experience Requirements:

• Bachelor’s degree and 2 – 5 years of experience, or 6 – 9 years of relevant work experience.
• Must be able to complete and pass a pre-employment drug screen and background check that includes verification of employment and education.
• US Citizenship is required per contract requirements.

Required Knowledge and Skills:

• Proficient in software applications such as Excel, Word and PowerPoint.
• Proficient with P6 scheduling software.
• Intermediate level understanding of Project Controls general technical skills.
• Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
• Skilled in oral and written communication.
• Flexibility to respond to urgent project requests and/or changing priorities.
• Ability to work under pressure and with minimal supervision.
• Demonstrated ability to work with people of varied backgrounds and objectives.
• Prior Earned Value Management System experience on an Engineering, Procurement Construction job.
