Project Overview:
Reliance (Owner) operates a Petrochemical Complex at Dahej Manufacturing Division (DMD). Owner desires to expand their operations by expanding capacity of the existing plant. DMD expansion includes 1,260 KTA EDC, CA Plant 900 KTA, 251 KTA GCU DBN, Pilot 1 X 11 KTA CPVC and 5 X 55 KTA CPVC plants. DMD Offsites & Utilities (Os & Us) facilities comprise of DM Water, Condensate Polishing (CPU), Cooling Towers, Nitrogen with liquid nitrogen storage, compressed air (IA / PA), Ethylene facilities, firewater (FW) system augmentation, effluent treatment plant (ETP) augmentation, interconnecting pipe racks, Tank-farms, Control Rooms, Main receiving substations (MRS) / Sub-stations, non-plant buildings and CPVC Product Warehouse.
Job Summary:
The field project controls manager supervises construction schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Supports project organizational and administrative activities. Identifies, examines, and provides innovative solutions to planning/scheduling problems. Provides generally construction and startup scheduling guidance to projects. Provides leadership, oversight and guidance to ensure successful project execution and delivery.
Major Responsibilities:
• Supports Owner in management of schedule development, maintenance, monitoring, impact identification, and recovery plan development activities.
• Conduct regular project review meetings with the Owner. Prepares and presents planning and scheduling information to management.
• Identify early activities and need list to kick start the execution.
• Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements.
• Uses tools to analyze metrics and measurement systems to identify bias, repeatability, and stability issues.
• Provide leadership in terms of integrating the key project procedures (e.g., Change Management, Forecasting, Trends, and Claims and support stakeholders in managing project control activities as required).
• Responsible for monitoring and approval of changes and maintenance of change register.
• Performs integration of individual construction schedules into the total project plan.
• Performs schedule resource loading and leveling.
• Maintains open communications with other stakeholders to support schedule maintenance and reporting.
• Identifies schedule risks and maintain risk register. Carry out Quantitative and Qualitative risk analysis and suggest mitigations.
• Identifies and reports activities that have a critical or potential impact on the schedule.
• Develops schedule recovery plans and take remedial actions to recover project as applicable.
• Evaluates subcontractor schedules for required workarounds or potential schedule improvements.
• Monitor and report construction progress. Implement progress recovery plans as applicable.
Education and Experience Requirements:
• Requires bachelor’s degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
Required Knowledge, Skills, and Abilities:
• Thorough knowledge of and demonstrated experience in planning and scheduling functions, including schedule development, control, and analysis, in the field.
• Demonstrated skill in management, supervisory, and personnel administrative functions.
• Skilled in oral and written communication, with demonstrated ability to present Project Controls information to management/client.
• Expert level of knowledge of contracts, construction, and startup work processes.
• Demonstrated expertise in delivery, communication, and training of risk processes and procedures.
• Experience in performing, monitoring, and reviewing planning & cost engineering functions, which include planning reports, cost control and cost analysis, at site.
• Considered subject matter expert within discipline.
• Having wide-ranging experience, uses professional concepts and company objectives to resolve complex issues in creative and effective ways.
