Technical Expertise

Advanced technical understanding of cost control and planning activities to manage cost and scheduling activities through project set-up, Engineering, Procurement and Construction phases. Uses technical understanding to communicate with and influence project management and clients.

Commercial Awareness

In depth understanding of WIEPPL Operations business position, commercial objectives, and risk, is able to implement recommended improvements to those commercial objectives as well manage risk.  Has a detailed understanding of WIEPPL Operations contractual obligations and Wood’s execution strategy. Understands the effect of change on project costs and schedule.

Analytical Thinking

Interpret complex data and information relating to the overall project schedule and cost, assesses schedule impact and communicates results to Corporate Operations and Senior Management. Review of productivity, man-hour rate, bid summary and any other analysis.  Identifies and analyses risks, issues, trends and recommends mitigation actions. 

Reporting Skills

Provides timely, concise and accurate reporting and analysis to Projects, Departments, Client and Senior Management. Ensures that project schedule and cost information is tracked throughout the project. Manages man-hour and cost reports, ensures reliable forecasting and reporting.

Knowledge of Tools and Procedures

Knowledge of all relevant planning and cost procedures and optimises their use within projects to solve technical problems and promote effective management of information.  Develops any specific scheduling / cost engineering procedures. 

Organisation and Industry Awareness

Understands business goals and is aware of the impact of Company policy and regulation on their role. Develops a professional network both within and outside of their immediate discipline.  Implement lessons learned and best practices.

Strive to ensure work is undertaken to try and improve the levels of Planning & Cost Engineering performance and to improve the underlying processes and work instructions. Responsibilities

Review and understand all relevant documentation pertaining to the Project including scope of services, conditions of contract, Project execution plan, Project schedule and WIEPPL scope of work. Verify and ensure completeness of the scope of work associated with the project. 
Prepare Project Control procedures suitable for the project, in case of domestic projects. Review Project Control interface/ coordination on the Project, agree and obtain approval from Leading Entity Project Control Manager for workshare projects.
Define and agree the Planning requirements and reporting calendar with the Project Manager in case of domestic projects and Leading Entity Lead Planning Engineer / Project Controls Manager for workshare projects.
Define and agree the Cost engineering requirements and reporting calendar with the Project Manager in case of domestic projects and Leading Entity Lead Cost Engineer / Project Controls Manager for workshare projects. 
Prepare activity plans to accomplish all work required by the procedures and to ensure sufficient manpower availability.
Allocate work to Project Control engineers. Direct and control the work of Project Control engineers assigned to the Project.
Supervise preparation and updating of schedules and disseminate schedule information to all concerned disciplines on the Project.
Prepare man hour, material quantity and cost budgets for WIEPPL from the overall Project budget, update them on approval of contract changes and budget transfers.
Disseminate budget information to all operating groups providing clarifications and additional information where required.
Maintain Manpower Projection Plan and provide updates as per agreed calendar.
Provide analysis for WIEPPL progress and productivity and suggest corrective actions.
Identify and analyse deviations and trends against budgets, investigate such deviations with the relevant group and advise Project Manager of issues requiring corrective action.
Prepare cost reports and CPRs as required by the project and analyse deviations from budget / previous forecast.
Coordinate Short term look ahead schedule meetings.
Review procurement activities and recommend corrective actions to procurement department in case of any deviations from project plan.
Ensure timely preparation and issue of reports as per the agreed reporting calendar.
Review project invoices for revenue collection.
Assist in preparation of Project monthly and weekly reports.
Make presentations on schedule and cost related tasks to management and client.
Facilitate change control on projects.
Capture lessons learned on projects and document for future use.
Provide assistance in project close out.

Qualifications

Graduate in any Engineering disciplin

-10 years+ experience in Planning, Scheduling and Cost control roles.
5 years+ experience in Oil & Gas, Power or Petrochemical industries in project execution.
5 years+ experience in using scheduling tools like Primavera.
